I was looking at the listeners numbers at Shoutcast, and as far as they may be meaningful noticed that most of the Play stations were recording listener numbers of less than ten.

"Unregulated" presumably means that internet radio in the UK could do what hundreds of US stations have been able to do for years, i.e. permit biased talk in programmes.
