FYI There are already local TV services for towns and cities in Slovakia. They're funded by a local authority grant and advertising.

Balls to grant funded radio/TV during these times of financial crisis. I'd rather the money was spent on nurses and hospitals than wasted supporting bunches of ego-trippers that nobody will be listening to/watching.
Isn't this very similat to what ITV was originally ? They are just proposed to be a bit smaller. ITV had to combine their channels to make them competative in the modern age and eventually ended up with a single ITV1 with only about an hour a day of local opt out mews and current affairs programming in each region. A couple af areas of the UK have aleady tried local TV ,but nobody watched it and it closed - Solent TV was one i can think of. I think it's a non starter , despite the fact that the transmission on digital networks is now much cheaper to carry than in the past on analogue. A handfull of licences might get taken up , but i suspect that most will close again within five years.
