No state has the right to interfere with shipping in international waters. 
 
The dictat from the 1990 would need to tested in an iternational court, and i believe that the UK law would be found wanting.

Nope, which ever way you twist it if the microwave link was being
received in the Uk it could be switched off in seconds.

Doesnt have to be a microwave link. could be a low-power VHF or UHF
transmitter, a laser beam or somethng like that.

No sorry, anything connected to an illegal broadcast can be confiscated
by the authorities and even being in the middle of the north sea it would
still be removed cos the equipment would be on UK soil.
In short, sending an unlicensed signal to somewhere in the UK for
internet transmission could result in equipment being taken away. They
could apply that rule to any unauthorised station if they wanted to. Most,
with respect guys, smaller station wouldn't be high on the priority list,
but a 24/7 station might grab attention and/or receive complaints from
someone and that would be the end of it.

The UK authorities can raid a radio ship even if it is in international waters, so it makes no difference where the equipment is. Or have they found a loophole in the 1990 broadcasting act? I assume that he ship is in the Noth Sea, because it is broacasting to most of Europe and the UK.
