Yes, that's it – OFCOM award the licenses to the group who are most likely to be able to sustain the service. And, judging from the list of applicants (http://www.ofcom.org.uk/radio/ifi/rbl/car/ifmapps/liverpool/list/), I don't see much of a problem there... Assuming that OFCOM were edging towards awarding a talk-format anyway – Makes you wonder what they had against The GMG and UTV ?

I dare say that you'll get some informed reading with the application PDFs ;-)
