Hmmm, just because it's on in a public place doesn't mean people are consciously listening to everything that's played - maybe all they want is bland wallpaper.
Or for another take, do ratings automatically mean it's a good product? Take the current predeliction for reality TV, just because it's watched by millions doesn't stop it being dross, popular dross maybe, but dross all the same. And yes, I'm being snobby about it!;-)
