A voluntary worker working at at an Oxfam shop on Monday would rightly feel upset if he were castigated for working at Age Concern on Tuesday whereas an employee working at Sainsbury under a contract of employment may well be in breach of his contract if he were discovered to be moonlighting at Tesco.

However, even employers of voluntary workers may feel inclined to impose some basic  rules, for instance Oxfam may feel unhappy if their volunteer spent weekends canvassing for the British National Party.

Presumably any volunteer is subject to the rules and whims of the organisation using their services. An employee is protected by employment legislation whereas a volunteer has little redress even if the user of his services is wholly unreasonable in his demands.

It would seem that Peter Moore can demand compliance with any legal policy he wishes while he's at the helm, and provided compliant volunteers outstrip non-compliant volunteers there would appear to be no problem. Sadly, with Caroline there has never been any logical relationship between policy on the one hand and the acquisition of listeners on the other.
