Financial constraints sometimes dictate this situation,I worked for him in the mid nineties,and found him fair.I know Carl Kingston does a fair bit there,along with other mates.I enjoy the Northern soul output (something we missed out on here in the southeast)--Although busy with our own stations,a few of us would be happy to VT some programmes for Kev,although I'm sure the problem is more with getting them loaded onto the system.
