The situation is a bit moer complex as:
1. I understand it only applies countries which are to sigatories of UNCLOS and have also incorporated it under their national laws.
2. It always mentions unauthorized broadcasting. Broadcasting from a ship or structure in international waters is "unauthorized" under ITU regulations.
3. The USA and the UK are reported as having undertaken broadcasts from warships in the Gulf to Iran. Are these authorized or unorthoized?
4. This brings us to the Third World Licence. What if you have a licence? Were the Gulf transmissions licensed? (I think not)
